THE USA KNOWS EXACTLY HOW PAKISTAN WILL USE ITS AID.

No matter whatever the so-called ironclad guarantees factored into the aid, most of the cash will go into the coffers of the malevolent ISI for subversive activities and the balance shared by the Pakistani Army brass and politicians as has been the case since Pakistan's inception. Dr. Abdul Quadeer Khan's entire nuclear bomb programme had been indirectly funded by the USA by similar aids by several US Presidencies in a row. Being essentially stupid the US has very short term plans that lack strategic depth. Pakistan is the world's terrorism nursery and the products from here always end up working against American interests, be it Al Qaeda, the killers of Daniel Pearl the American reporter, the Twin Towers and now the Pakistan created, sheltered and armed Taliban who are daily killing American and NATO forces in Afghanistan.

The myopic USA seems to have some vested interest in Islamic terror despite their feeble denials to the contrary as they feel that they are far away from Pakistan and therefore immune and this same toxic force can be used on other nations whom the US wishes to keep under pressure using the terrorists as their surrogates.

No matter who or what anybody says the fact is that unless the ISI is destroyed root and branch, Islamic terrorism will continue to thrive and allow the USA to fish in troubled waters the world over. No civilian government has ever had any control on Pakistan's army or the ISI and it is no different now. The civilian govt. is only a showpiece needed to project a pseudo-democracy facade to the world under the dictates of the USA that needs to show that its favourite ally is a democratic state. The real ruler is Pakistan's military which none understands better than Pervez Musharraf who obstinately refused to take off his uniform as he would lose all control over the ISI and the Pakistani army who only owe allegiance to a man in uniform. To them the colour khaki is more important than the man inside it.
